There are numerous observation deck in Tokyo to enjoy the skyline!
1. Tokyo Skytree
2. Tokyo Tower
3. Mori Tower Observation Deck
4. Tokyo Metropolitan Government Building Shinjuku
My personal favorite is Mori Tower Observation Deck located at Roppongi Hills where you can surface the top of Mori Tower to enjoy the view in open air without any obstruction.
Open Fri, Sat, the day before holidays 10am-1am, last entrance 12am (midnight); Mon-Thur and Sun 10am-11pm, last entrance 10:30pm. Sky Deck 10am-8pm, last entrance 7:30pm.
Entry Fees: ¥1500 for Tokyo City View, plus ¥300 for Sky Deck; advance tickets ¥1200, plus ¥300 for Sky Deck Tickets available at the deck.
For access to Sky Deck: personal belongings are to be stored in lockers provided before ascending to the helipad. Be sure to check weather conditions that would be favourable for viewing pleasure.
Note that Sky Deck is subject to closure during inclement weather.
