Ignore the baggage tags option if you are from overseas. The baggage tags are for holiday makers to tag their baggage and the baggage will be delivered to their accomodation across the island.
Don't worry, you can still bring your baggage on board the ferry and set aside with the crew near the ferry's bar/canteen. Remember to pick them up when you disembark the ferry.
The ferry journey is pleasant, a tour guide would narrate the journey from Barrack St all the way through swan river, where the rich and famous live and info about the swan river wild life etc.

As for my scenario, I was visiting from Singapore, I could pull my own luggage to the hotel myself
I chose to stay 2 nights at Rottnest Hotel, about 6 mins walk to hotel from the rottnest island jetty.
if you stay at the heart of Perth City. Barrack Street port is where you will be boarding the ferry. The ferry stop at Fremantle port for those who live around the area and prefer to board from there.
