it can be anywhere but you need to be a MAYOR of the venue! then change the category to "Ski Area" check in every day for a total of 10 times
OR
check in venues that you are the mayor of with over 10 check ins.
I unlocked this badge in Singapore at a mayorship
last unlocked locations is at South Korea and New York.
